A rooming house condition report in Victoria is a legally required document that records the state of a resident’s room and shared facilities at the time they move in. It protects both the operator and the resident in case of disputes over cleaning, damage, or bond claims.

Here's what must be included:

1. Resident & Property Details

  • Resident’s full name
  • Room number or identifier
  • Address of the rooming house
  • Date of occupancy commencement
  • Operator’s name and contact details
  • If there is a telephone, internet or NBN connected to the site
  • Date of last smoke alarm test
  • Date of last gas and/or electricity safety check

2. Room Condition

For each item, note whether it is:

  • Clean
  • Damaged
  • Working or not working

Include:

  • Walls, ceiling, floor coverings
  • Windows, blinds/curtains
  • Lighting fixtures
  • Heating unit
  • Furniture (if provided): bed, desk, chair, wardrobe
  • Smoke alarm (presence and function)

3. Shared Facilities

Assess and record the condition of:

  • Kitchen (appliances, benches, sinks, cupboards)
  • Bathroom (toilet, shower, basin, mirrors)

  • Common areas (lounge, hallways, outdoor spaces)

4. Fittings & Fixtures

  • Power points and light switches
  • Doors and locks
  • Plumbing (taps, drains)
  • Ventilation or exhaust fans
  • Safety features (fire extinguisher, exit signs)

5. External Areas (if applicable)

  • Pathways, fences, gates
  • Outdoor lighting
  • Garden or yard condition

6. Signatures & Copies

  • Operator must sign and provide two copies to the resident (or one electronic copy) before move-in
  • Resident must return a signed copy within 5 business days
  • Both parties should retain a copy for their records
